because high performance ram can run at higher speeds, value ram (in general) can not. so you run a divider to keep the value ram at it rated speed.

Basically yes, but sometimes even expensive ram needs a divider. On my system, for example, I'm running a htt of 280, and even though I have expensive ocz vx gold ram, it's only rated to run at 500mhz. Without a divider, I'd need to run it at 560mhz, which it might do, but with lose timings. I prefer to keep tight timings, so I use a divider and run it at 504mhz, close to it's sweet spot.
