Is more than 4GB memory recommended when using a CPU with an Integrated Graphics Processor (IGP) such as the i5-650? Thanks!

Not really. If you are using it for running 3d apps, memory bandwidth/overall lack of power is a much larger problem than vram. If you are just using it to run 2d, it won't be using much vram anyways.

more memory is always better, the real question is actually: "is it worth the price to get more than 4GB of ram?"

that depends on:
1. how long you intend to keep it
2. your budget
3. what you do with that computer.

the fact that your CPU has an IGP in it is completely irrelevant to the question of how much ram you should get.
