media pc w/ vid editing build..suggestions?

Well I've been approached to assemble,possibly, a workstation/pc to handle for a church ..video editing(card suggestions, software,etc.) and photoshop pictures and such. Would like feedback/input..thank you all in advance. 🙂
 
Whats your price range? If your budget is high, get something like a dual Opteron. If not, I'd say get a P4 Northwood, 2.8C+ range, at least 1GB of DDR400, perhaps SATA RAID, 9800 Pro, etc, etc 🙂
