the MechWarrior games were based on a pen and paper wargame called battletech. Battletech had a tremendous amount of information on the size of the mechs (about 12 feet tall, on average), plus some specific details on the actual sizes of mechs. 38% seems a bit small though, that ends up being like 5 feet tall.

I need to break out my battletech stuff again...I've got the itch to play...

EDIT: as a kind soul below pointed out, its 12 meters, not feet...been a while since I read the sourcebooks
