Is the amount of program/erase cycles a cell is rated for inherent to the cell or based on its operating mode?

So I know there are drives that can operate their cells in many-level or single-level mode. Say we have a QLC drive, and its cells are rated for 1000 p/e cycles.

Does that mean that after 1000 cycles, the cell is just done, or can it continue working in a lower-level mode perfectly fine?
