Mechanics, 1994 Ford Tempo...

When going on highway, trans shifted from 1st to 2nd, speedometer would go up to 25, then got stuck... bounced up to 45 once then right back to 25... seemed to not get out of 2nd, but would downshift to 1st... Shut car off, then tried to restart, got into 1st gear, but never out of 1st gear...

fluids are good, 77k miles, need help.

oh, and no mods, seriously who the fuck would mod a Tempo.
 
It COULD just be the speed sensor. Have it scanned.

Or, since that one is EEC IV, here's how, assuming you have a Check Engine Light, and I think you do:

Find the EEC IV connector under the hood. Google what one looks like if you don't know. Shouldn't be too hard to find. There are two connectors...one is sort of a trapezoid-shaped, with several wires, the other is small with one wire...that's the one you want. Make yourself a jumper wire. Ground that single wire with the jumper.

Turn the key on. Make sure the trans is in Park and the A/C is off first. Get a piece of paper and pen. Watch the Check Engine Light. You'll see it flicker, probably hear some relays click. Then it'll start flashing. Count the flashes. If it flashes, for example, Twice in succession, then a pause, then once, pause, then twice, that's Code 212. You get the idea.

The first set of codes will be the "on demand" codes, meaning what's wrong right that moment. Then you have the separator code, which is usually 11. The the memory codes, which are what has been wrong in the last 40 starts. That's probably where you'll find the problem.

You can look up what they mean on the 'net, too. Or you can try to have the codes read at a parts store, but I'm not too sure if they have EEC IV (OBD I) scanners anymore....they were all different for every single manufacturer, unlike OBD II is today.
 
Ah, bad governor gear....I DO remember those now. That was pretty common, and might well be your problem. I'd still test it, though.

I'm surprised there is one still on the road.
