Measuring AGP/PCI frequency

Ok, I know there's some kind of electronic instrument that you can use to measure the exact frequency (the MHz) of your AGP and PCI slots (should normally be 66mhz and 33mhz). Does anybody know what it's called, where i can get it, and how i can use it?
