I have a couple friends who travel extensively. They said they see this all the time over in that area (Taiwan & stuff). Usually a mom, dad, and baby all on one bike. Horrible for safety, but you have to deal with the situation you live in I guess.

Meanwhile, in America you get pulled over for toting your buddies around in the bed of your truck :p

Depending on the distance, temperature, age, etc. it could be safer than walking.

I might like to live (temporarily) in some of these places to get a better feel of life on Earth. Ride to town on a scooter with 7 other people and some chickens, poop in the alley every morning, ride on a train instead of inside one, sleep on dirt in a one room shack in India when it's raining, hike all day for food and water, and so on.

Not true. At least not in the cities. I was in Vietnam for business recently and a motorbike only allowed to have 2 adults WITH helmets. You can have more than two on a motorbike if you have small children/kids. As a matter of fact, my friend, his sister, and I were on a motorbike and the traffic cops on two motorbikes pulled us over because 3 adults = no go. I think he did have to pay a small fine. Look up on the tourist thread that I posted a bunch of pictures about my trip in Vietnam with so many people on motorbikes.

I do not know if the rule would be that strict in rural/small citities.

When I lived in Thailand I'd see people on motor bikes all the time without helmets. Crazy stuff.
