ME standby and icq

1> i run winME.. it refuses to go into standby. does for a sec or two and then its back. some key in the registry i can edit to get rid of this?
2> i want the icq net detect to load in my startup but in disabled mode. anybody know how i can do this? i have icq2000b
i know i shud be postin this in the software section but no one replies there fast enough...
