MCI Command Handling Window: What is it?

I recently noticed that in Win2K Professional, in ALT-TABing, I sometimes see what's called an "MCI Command Handling Window." It disappears if I release the ALT-TAB and then try again though. I think it is related to Quicken 2001 since it is open generally whenever I see this window. However, I'm worried that it might be some kind of malicious program. Any thoughts? Thanks!
 
MCI Command Handling is an low level API used in Media Player for AVI playback.
Quicken probably does invoke this in its multimedia screens.
