It says right in the article. The governor has up to 2 weeks to decide when the election is after the vacancy occurs. The election must be 126 to 140 days after the announcement from the governor. Thus: 126 to 154 days. Just over 4 months to just over 5 months.

It must be on a Tuesday and not after a state holiday (making May 28th not an option). That leaves June 4th as a likely date if it is to be extended as far as possible.

If he stays in, the GOP has an 8 seat majority. Thus if 4 of them vote with Democrats, there is a 217 R - 217 D tie and the bill fails. If McCarthy leaves, the GOP has a 7 seat majority. Thus if 4 of them vote with Democrats, there is a 216 R - 217 D vote and the bill fails. Essentially, McCarthy leaving does nothing to screw the GOP at least in the short term until Santos is replaced.

But if McCarthy instead sided with the Democrats on a couple key votes, then the GOP could only lose 2 others if they want to pass a bill (because they'd have a 6 seat majority and losing 3 votes means a 217-217 tie and the bill fails). THAT would screw the GOP much more than quitting. But it would also screw McCarthy's post-house career.

Conclusion: McCarthy is saving himself and not intentionally screwing the GOP.

Basically he's tasted real power, and doesn't like being just another Rep. in the House. Since his only path to the U.S. Senate would be to move to a red state, his Plan B is to become a swamp lobbyist. The L.A. Times reports he's prepared himself to be a full-time grifter:

Since 2012, McCarthy’s leadership PAC spent more than 10 times what other Congressional leaders did on private jets, restaurants and lodging.

It's fucken insane what his so-called leadership PAC gets away with, because the FEC has basically decided to not regulate them at all. Here's the LAT article with damning details, all "legal." The only guys who even compete with McCarthy were Rep. John Boehner and Sen. John Thune. Hopefully you can get through the paywall, if interested.
