MBM CPU +.04 Voltage

I just purchased TB 750Mhz and in the bios, it reports that the default voltage is 1.7 Volts, yet when I load MBM in Windows 2000, it reports 1.74 Volts. When I try to manually set the voltage, MBM always reports +.04 volts above the bios setting.

Is this normal, should it do this or is there a problem?
