MB does memory test and restarts test

I just installed an msi 694d mb. I installed everything and turned it on. It does the memory check (counts up to the right amount of memory) then it starts at 0 again and just keeps on doing it. If I hit del to go into the BIOS it just locks up. I have tried both processors installed, 1 processor installed, different sticks of memory, different video cards, and with no other cards but what is needed. I hope it is not a bad board because I bought it "open box" and it took me so long to build it (hollidays and had 3 other computers to build) I don't think they will let me return it. I will probably have to eat the money but I was hoping someone here might have a solution.

Any Ideas?
Thanks

Thats a pickle if it wont let you even go into bios.. have you tried just letting it run the ram checks for awhile then see if it goes on into the boot process? Im guessing you have since it appears you have tried everything else. You have tried most everything I could suggest. The only things I would be able to guess at this point is a power supply problem, and maybe try resetting bios, fautly keyboard, or mouse, or PS2 headers. You could try USB alternatives or if you are using USB try PS2 alternatives. Just guessing here to try to give some hope.. good luck. Also does that board require ECC ram and are you using ECC ram?

I let it run. It does the memory scan 3 times then it just hangs. I tried a different ps. I had this board before and used the same memory then. Good idea resettiing the BIOS but it still does it. I do not have a USB keyboard to try maybe I can borrow one from a friend at work and try that. I did try a different keyboard though. Thanks for the help though.

Most boards that I've used will count the ram three times unless fast boot option is enabled in bios setup. This is normal and most likely rules out the ram. Have you tried removing all cards except video, disconnecting all hard drives/cd drives and booting from a system floppy?
