Its someone using netsend or some hidden feature they coined out of irc...

yeah... if this stuff was acually real I'd probably about crap my pants but the thing is, if you're IP was logged, can't you just make a simple card switch and wal-la... u have a different IP.... if I'm wrong on this one, please correct me.

You are wrong. You just have a different network card and a different MAC address.
