Maybe a dumb question, but do I need to unlock a thoroughbred to change multipliers?

I've been googling it and I am still not quite sure if I MUST unlock the cpu to change the multiplier or if it's possible for it to be done via the BIOS. Which is the case and if I do have to unlock it, what's the cheapest, fastest way to do so?

No, you don't have to unlock but just find a board that will allow you to adjust the multipliers.

1 more question: I am currently testing my board(MSI KT4V) with a Palamino 1800+ in my server. The BIOS had a multiplier option and I tried increasing the multiplier to 12 and then 12.5 but the chip remained an 1800 at 11.5 multiplier. Do the Palaminos need to be physically unlocked or is my board not actually able to change the multiplier?
