May I watch TV over the internet using my PC?

Nobody is streaming actual cable network or broadcast network content over the Internet, except for clips of news broadcasts and occasional live coverage feeds, at least not legally.

There are a few IPTV startups getting going, but I don't know what level of service they have achieved.
