MAXTOR HDD noises on startup after new Video Card installation

My computer's Maxtor ATA HDD is silent and doesn't make any weird noises until I restart or turn on my computer. When I go to restart my computer, Windows shuts down normally, but before turning back on, my hard drive makes about 10 whir-then-click noises before going through post and starting back up. Once Windows starts up, the hard drive is silent and doesn't make the noise ever again until I restart the computer. The first time this started occurring was right after I installed my new Radeon 5770 video card and pressed the power button. The hard drive did not make these noises 30 minutes before I installed the video card.

My computer originally ran two SLI GeForce GT 7600 cards. One of them eventually had a fan die so I ran only one of them. The new Radeon 5770 of course plugs into the motherboard but also has an additional connector to the motherboard.

Would a more powerful video card cause a strain on a PSU that previously supported SLI? And would that in turn cause a HDD to take 20-30 seconds to go through a series of 10-15 whir-then-click sounds before the computer starts up?

I've looked up sound clips from data recovery center's website of failing hard drives and they don't sound at all like the whir-then-click sounds I'm hearing.
 
That happened to me when I upgraded my old computer to an X800 card. I had to get a more powerful power supply to prevent my HDs from spinning down a few times when booting the system, because they/it didn't have enough power.
 
Thank you Larry! I'll have to upgrade my PSU then. Will the noises damage the HDD over time though?

It could damage the HDs, I suppose, the more that you stress them by trying to force them to spin up without enough power. Mine weren't damaged that I could tell, but it only happened a few times before I noticed and upgraded my PSU.
