Maximus V Formula - Weird clock speeds/BCLK after reseating H100 and RAM.

I reseated my H100 and RAM from Slots 2/4 to Slots 1/3 and when I booted my computer, the POST report gave a "Overclocking failed!" I rebooted and the error went away. The second Windows starts, I open RealTemp to find the BCLK at 100.3 (instead of 100). My CPU (3770k) is also running at unstable/random clock speeds. For example, it will be something like 1815.82 MHz one second and 3854.49 MHz the next second. The only two things that are really running are Chrome and RealTemp. BEFORE reseating, my BCLK speed was 100 and my CPU clock speed was very stable. How do I change my BCLK speed back and stabilize my CPU speeds?
I have already tried:
-Re-reseating the RAM back to its original slots (2/4).
-Resetting all BIOS settings back to default.
-Resetting CMOS.
-Reflashing the latest BIOS.

Other Info:
-Manually adjusting the BCLK speed from Auto to 100 gives me a CPU Clock Speed of 3900.39 MHz when on load. Clock speeds are still sorta unstable.
-Nothing is overclocked. CPU and RAM are both are stock speeds.

RAM - 2x G.SKILL 8GB @ Stock/SPD/1333MHz
