Maximum Time Win 98 SE Should Take When Shutting Down?

Fast Shutdown is known for it's issue, hence MS released the shutdown patches, install the patches and all should be fine.

Where exactly on MS site are those patches. I did a Windows Update yesterday and downloaded all that was needed (or was indicated by the system analyzer) but saw no reference to shutdown patches.
 
Not particularly. I only recommended defragging because I've noticed that some computers tend to have issues shutting down when the disk is really fragmented...it's not entirely necessary but it is one more thing to try if the patches don't work. Sorry I was unclear 🙂

Update: I solved this issue also. Thanks Ladi for your help with the other problem and I hope it works once I download those patches.

Second Update: The patches only solved the shutdown problem. The system still hangs when selecting shutdown and then restart. Other suggestions are welcomed on solving this problem.
I may just try the solution posted in the link below for the moment. Does anyone know if they have to be compiled with Visual Basic, I tried Notepad without sucess?

I tried Microsoft's troubleshooter without any luck several days back before posting my problem on this forum. The patches you posted last night solved the shutdown issue but not the restart one when I select that option from the shutdown dialog box. Have I reached a dead-end?

Update:How do I disable Configmg.vxd?

I do tech support for HP Pavilions, and I get actually get this problem alot. Here's usually what I do, and it seems to work almost all the time. First, boot into safe mode, by tapping the F8 button at your BIOS screen. When in safe mode, go into the Control Panel, and into the System properties icon. When in there, click on the Device Manager tab. When in safe mode, you can see EVERY driver that's loading for system, and more often than not, if you have an OEM system, there are extras loading that aren't even used, and sometimes causes problems. I usually just have the customer remove EVERYTHING from underneath cd-rom, display adapters, and sound, video, and game controllers until the categories themselves are completely gone. Then, before rebooting the system back into normal mode, click on Start, then Run, and type in the command msconfig. This will get you into the System Configuration Utility, in which you should see a Startup tab. Click on that, and clear out the unnecessary programs that are starting up on your computer. Then reboot, and Windows should reinstall only the drivers that are needed for the cd-rom, video card, and sound card. This will effectively rid you of the main troublemaker drivers that were loading. It should ask you to reboot again, for the video card, and boot back into Windows. Then see what happens. Hopefully this will help you, and if you have an OEM computer (meaing you bought it from the store prepackaged), it might actually work. Good luck.

For WoodchuckCharlie: My system is not a prepackaged OEM - I purchased all the components and built it myself.
 
Well Rubicone, if you don't have an OEM machine, you won't have the problem I talked about. 🙂 Since you have built it yourself, I would suggest either try upgrading or downgrading your video drivers if possible. Good luck.
 
Rubicone: Are you still having problems restarting Win98SE after all those patches? Then this may be the solution to your problem:

You have an SBLive? Then you need to do the following, otherwise Win98 won't restart/shutdown properly:

Enable LPT Interrupt Sharing in the SB Emulation Device in the device manager.

Disable the DOS SB Emulation in the device manager (optional).

Set IRQ 5 Reserved to Yes in PCI/PNP Resource Exclusion list in the BIOS.

Disable Legacy USB in the BIOS.

Where exactly in Device Manager are 1 & 2. I have done 3 but do not have the option of doing 4.
 
Sorry, perhaps my wording is not 100% exact.

Go to Device Manager, click the + next to Creative Miscellaneous Devices, then double click on Creative SB16 Emulation. Then go to the 2nd tab called Settings, and place a check mark next to Allow LPT Interrupt Sharing.

If you wish, you may also disable this device if you have no need for legacy DOS Sound applications. I did not have to disable it.

Go to the Advanced Menu in your BIOS. There is an option called USB Legacy Support. Change this setting from Auto to Disabled.

 
Your solution has finally resolved my Restart problem.Thank you very much Andy. What exactly was the reason(s) behind the problem? When I enabled LPT Interrupt Sharing Windows indicated it had detected new hardware. What new hardware is this in reference to?
 
Your shutdown problem had to do with the SBLive, and the way that it uses IRQs.

New hardware detected is the shared LPT1.
