max payne 3 screeching noise

when I play max payne 3, everytime a loading screen appears, or a cutscene fades to black, the fps goes to several thousands, according to fraps. I've seen 3000 to 7000 fps. when this happens my video card radeon HD 7850 makes a high pitched screech.

v sync is on and during game play the fps is about 40 to 60, this only happens during loading screen.

why is this happening and should I be concerned?

its coil whine and its fairly common on higher end gpus when hitting really high framerates. sometimes its a combination of certain psus and gpus that can make the gpu whine louder.

you can go into afterburner and put in a framerate cap to keep it from hitting those insane framerates. I have mine set to 62fps unless I am benchmarking.
