I've just used gamefly, doesn't seem to tie to Steam, though I am not sure. Google might provide a better answer.

All in all, I've nabbed a few games from gamefly as they have similar deals to Steam (75% here, etc.).

As for activation, that seemed to go through RockStar Social Lounge whatever.
