Max FSB (HTT) Determined by Chip??

All,
I just upgraded my system from an Opteron 165 to an Opteron 170. With the specs in my sig below, my system would NOT boot above 280 FSB using the 165 - no matter what combinations I tried.

After installing the 170, I am able to boot into the BIOS up over 350 and into windows at 320. What would cause one processor to be so limited on FSB and not the other? Any ideas?
