People are debating about it at work, and it's funny listening to them. It's quickly turning into a fustercluck. This is what they get for getting Fraggle Rock stuck in my head.

i just asked both of my parents and it started war world 3 between them

one says 70 one says 25
 
it's 70. but in everyday life you usually do not divide by a number < 1 so i can see how people would interpret it as divide into 1/2's

in fact if somebody asked me that out of a math/science/engineering/etc context i'd wonder what they really mean
