And before Mayne's head asplodes, .0033 does not equal 1/3 of 1% (which is prob how you came to ($409). If you had done .0033333 or whatever in your calculator that would have given you a more accurate answer (about $405).

The question was $1.35 is 1/3 of one percent.

A simple everyday answer is 1.35 x 3 x 100 = 405
To be fair, anyone over the age of 10 should be able to multiply any number by 100 as easily as they can add 2+2. But then again, anyone over the age of 10 should also be able to multiple 1.35 * 3 so there is that too...

I'm curious how you'd get 409.... Not enough precision? Used .0033 for a third of a percent?

No. That won't work. 409 is for removing soils that are fatty, oily or acidic. It is basic and related to ammonia and alcohol but I don't think it will do anything for your gold or silver.
