Think of it like multiple operations
1. A single whole 2 as the exponent, such as in 4^3 means raise the base to that power, which in this case is 4*4*4 = 64

-A non-single fraction exponent such as 4^(3/2) combines both rules 1 and 2. In this case the numerator is what the base will be raised to, and the denominator is what root will be taken. In this case, rase the base, 4, to the third power, equalling 64, and take the square root of that, which equals 8, since 8** equals 64
