Sure if you can find an old "fyr fyter" type fire bottle. 😉
 
I would fill the balloons with liquid nitrogen....probably why I'm never invited 🙁
 
1) Make a deal with the fire department to bring a truck out.
2) Have fireman attach hose to a fire hydrant.
3) ...
4) Profit!
 
get latex tubing, tie one end off, attach the other to a hose and let it fill the tube, and then let it build up a fair amount of pressure (the tube will balloon some).

Wrap the tube around your body (you could use 15-20 feet of the stuff), wait for an opportunity, point the non-tied end at someone and stop pinching it off - the tube will unload its water enormously quickly. Good fun.
