Ok, the problem has been fixed, but I would really like to know what could cause it.
One machine. A USB Flash Drive would work on one account, but not another. Both accounts were the exact same for permissions and account types. We checked to make sure the registry didn't have the "Mass Storage" drives disabled.
We used the same drive, same usb port, etc. Just switched accounts, and it would not work from one user to another.
Eventually, we re-created the user's account, and pulled all data back in, and it worked.
What is it in a user's profile that can actually determine the ability to use storage devices or not? It was detected when we plugged it in, just not listed in "My Computer" as a device, or accessable from within programs.
Any ideas?
