Mass Effect custom Campaigns

I am debating getting mass effect for the PC, because I already own it for the XBOX. there are 2 reason why i would get it, one of which i am already sure of.

1. Better frame rate.
2. Custom Campaigns.

do any of you know whether or not a Campaign making tool was released with the game?
 
Better frame rate? Was there visible video lag on the 360 version? I don't believe there has been a custom campaign editor released.
 
The game looks much better than the 360 version. There is already one thing up in the downloadable content place, but I haven't checked it out yet. From the looks of the launcher, which has a big "Downloadable Content" button, I'd say there are going to be a bunch of campaigns.
