Maryland car inspection question

I'm asking this here because I have been unable to contact the Maryland MVA. (Busy signal repeatedly and then finally put on hold for over 40 minutes)

I need to get my 94 honda accord inspected and registered in maryland. The only problem with the Accord is that the speedometer is malfunctioning (needle is always stuck at 20 mph)

Any idea if this will cause the car to fail inspection? Because the car passed Virginia inspection twice with this problem.

Update:
Swung by a mechanic and saw their inspection poster. One of the things that'll result in a failure is a speedometer that's not functioning properly :/
 
It depends on who does the inspecting. But yes, by strict rules, that's a failure. So find someone shady that you can slip $20 to "inspect" it.
 
Maryland inspections are much more strict than Virginia inspections. You will almost certainly fail unless you find a disreputable inspector.
 
I'd say call a mechanic shop that knows about the inspection details and ask... 1000x faster than waiting for MVA to answer the phone

Here is the problem that I forsee, when they put your car on the dyno thingy, they have to take the car to a certain speed, usually up to 30 MPH...if he doesn't have a way to see it on the computer, which they normally do, he won't have any idea what is the proper speed. They will probably fail you even if they can see it on the screen.

That's only emissions testing. I've had that done with a bad speedo. It gives him a line on the screen which he has to "follow" with the speed. Actual inspection is worthless, since it's done by a third party mechanic, who can often be paid and do it without even looking.

But still, buying a new speedo is cheaper than buying an inspection

Oh, your car is one of those crappy ones where the entire thing is one unit. Heh. But heh, anyway, I find that the CABLE part (assuming it's not one of the electrical ones, don't know your car) goes bad most often.
