Am I supposed to get a license from the state in which we plan to reside, or the state in which we plan to have the ceremony performed?

And if you get married outside of the states (like Jamaica), you still have to get a license from your home state.

Just get hitched wherever and handle the legalities later. Nothing says you have to sign anything on the day of the ceremony. Heck, I'd probably just get married in God's eyes if I had it to do over again.
