Are marriage records available to the public? like if i want to find out if someone got married?

Also, if someone has a kid out of marriage, what surname does the kid normally take - the mother's or the father's?
 
Yes, Yes.

It depends. I have my mothers surname because she wasnt sure who the father was. Usually it's the fathers.

OP: I think the mother usually wil give the child the mother's last name. Situatiions vary, but I would GUESS that the mother's last name follows the child more often than the biological father in the case of a child born outside of wedlock.
 
The surname for the child usually depends on the mother and the situation with the father. My brother-in-law has his father's surname because his father and mother are on good terms with each other though they never married. My nephew has my sister's last name because his Dad is a loser that my sister wants nothing to do with (though I wish she would have realized that before she ended up pregnant).
