I believe your logic is flawed.
Falluja is a hotbed of terrorist activity. All residents knew an invasion was going to come. Most civilians left. The only ones who stayed were insurgents looking for a fight till the end.
Men age 15-55, still in Falluja, have gunpowder on them, provides me overwhelming evidence of being insurgents.
I don't think these Fallujians were recently celebrating any weddings you know. Falluja has been a ghost town for a while, and if you can find gunpowder on them recently, you know something is wrong.
