I want something that is basically like mapquest/google maps, but lets me input and bookmark unlimited addresses, along with adding info for each one to display on their little thumbtack/popup bubble. Anything? Google earth was positively useless for this since it didn't have overlay maps for my town.

I can't vouch that it does what you request, but another desktop map application is NASA's worldwind. They _might_ have what you need.

Based on what you described, I think Microsofts Streets and Trips will do what you need.
You can save all your thumbnails and overlays in one file if you like.

However, it costs about 45 bucks at Staples. You may find it cheaper online.

(EDIT: I know everyone is very ANTI-M$, but this program actually works well.)

I second MS Streets & Trips...works great for me too.

It lets you pop little marker pins on you route maps, very handy.

If MS's Streets and trips is what you want, check out the price at Best Buy this week, today, and tomorrow, Sat. It's $20-$10MIR. Or what about local.live.com It's msn's virtual earth. Checkout the bird's eye view of some cities, like St. Paul, MN. So cool.
