Manually capping bandwidth?

My school's network lets us set up shared folders that anyone on the network can see and use. I want my stuff to be available, but I don't like having people forcing my computer to send 3mB/s, which slows it down almost to a crash. Is there a program or a command within windows that allows you to cap upload speed?
