manually adjust fan speed by program

my friend has an asus board in which he has this program that asus supplied to make the fan stay at max rpm.
I would use the program but it says "For ASUS Only", which was pretty odd.

anyone know of a program that can change the speed of my case fans or maybe even the cpu fan?

i have and it only enables me to lower the rpm, wont let me increase.
