What happens to the poor who can't afford to evacuate and spring for a hotel? Do they actually go around rounding people up and making them leave? Is that even legal?

they had buses and stuff.

I don't think they were forcibly removing people, but everyone seemed to make pretty clear that people who were staying should expect to be on their own (what was the mayors comments about axes?)

They can't make you leave, but they will try. Very often, they will drive around with a megaphone, broadcasting the evacuation order. They will do what they can to help people get out.

no, but it does mean youre on your own and its not just a suggestion. usually after that you cant count on emergency services or law enforcement during the duration of the storm.

on the outer banks it also means the ferry's wont be running, so if youre on an island and you dont go...you may be in for some deep shit
