Yes. That's illegal, as you are blocking th intersection (in Tennessee, at least).

Not illegal in WA. If you are in the intersection and your light turns red, you have the right of way to turn to get out of the intersection.

It only makes sense. Whomever is still in the intersection pwns it 'til they can safely leave. Signage at that point is irrelevant. Jackholes running the light in the opposite direction are the ones at fault.
