I'm curious about a hypothetical. If someone has medical bills, and child support, and can't afford to pay both, which one takes precedence? I assume bankruptcy would wipe out the medical debt, but let's suppose that he's declared bankruptcy recently and is not eligible to do so again.

Child support.

With bankruptcies, judge decides which creditors are eligible for repayment, and throws the rest out. Remaining creditor lawyers create a plan for repayment, which is then passed onto a judge for approval. A judge wouldn't prioritize anything above child support in this instance; it would be taken into account prior to creditors having repayment funds / recurring monthly income to divvy up.

If bankruptcy was not an option, creditors have to go get a judgment (same thing they have to do in any case to force payment; they have to sue so the court can order bills paid), and a judge would not order the medical bills to be paid before child support. The judgment may be entered, but payment may not necessarily occur if it was impossible for someone to pay. In this case, the creditor would probably have to renew the judgment at some point when the party could afford it (ie: child support ends) for court ordered repayment. Or, it would be some obscenely low amount like $25 a month until they could afford more.
