However, let's take two people, equally able, equal grades, both apply to the same school. Student #1 participates in just one club, student #2 participates in none because his/her school did not have any, or enough to have one that appealed to this person.
Student #2 is your daughter.

Student #2 can do one of the following things:
1. Know ahead-of-time what school she wants to get into so that she actually knows if she'll have to the grades to get in.
2. Go out on her own and do productive things in her spare time. She could donate her time to a church, work in a soup kitchen, etc. She could then put this in her application and mention that her school has no extra-curricular activities. I'm sure the school would be impressed that she's going out of her way to help people outside of class.
