Oh and look, in '98 he beat his own sister to death, and got to spend FOUR MONTHS in a mental institute before being released!

I read that too and thought the same thing. This man should not even have been out in public. He'd be better locked in a cage with the key thrown away.

The idea isn't to punish them though, that's the whole point of insanity. When someone commits a crime and is found insane, they're supposed to get treatment until they can function in society again, or put away for their own good; none of that is supposed to be "punishment."
