A driver from Paule Towing told police he was not sure whether he could get the car out of the lake. The responding officer turned, went to his car to call his supervisor to have him respond to the scene. While he was making the call, Neumann took the tow truck hook from the driver, attached the hook to the back of his shorts and began to swim out to the back of the vehicle, Barfield said.
The officer's view was obscured by the tow truck so he was unable to see Neumann enter the water, Barfield said.
When the officer saw Neumann, he was "near the vehicle, submerged in water and struggling," Barfield said.
That's when the tow truck driver reeled in Joe Neumann. Barfield did not release the name of the driver. The driver could not be reached for comment Tuesday at Paule Towing in Belleville.
