No, believe or not that was another idiot they talk about at the end of the article.
 
penis amputations occur very rarely, since the penis is usually protected by clothing and the trauma mechanism has to be specific (revolving mechanisms, explosions, animal bites)

The guy at the end is what I thought this was about. I remember hearing about that. He had to cut his dick off after losing a bet on a rugby match that England had no right losing.
