If this allegation is true (the charges were noted to have been dropped at the time), it appears that this is a guy who deliberately seeks out sex with high school students. I think I'm probably ok with the sentence here in that case.

I never liked the idea of a scarlet letter following someone around for life after prison. If a person is so dangerous to society that they must be branded for life (in addition to the stigma of having spent time in prison), then they should never be released.

"girl was underage" Depends on the state. Was not that long ago 13 was legal, 16 is still legal in many states.

I think the penalties for these types of crimes is based more around gender than severity of the offense.
