making welcome screen changes "stick"

I changed the welcome message to "authorized users only" instead of "Welcome" but when I reboot it just reverts back. wtf. Is there a way to make it stick, without having to make a script? Not a huge deal, but really anoying.
 
The GUI one (run level 5 login). But I just switched default to runlevel 3 so just get the text login so wont worry about the gui one.
 
Any changes I've ever made to gdm via gdmsetup have always stuck, but if you want you can just edit /etc/gdm/gdm.conf manually.
