most states require you to be 21 to serve or sell alcohol, others may allow sales at 18, but that sorta doesn't make sense

What's the application for what you're asking? You want to work at a bar? If that's it then yes, according to the link previously posted you can serve alcohol at a licensed place when you're 18-- whether or not you'll get hired to do so is another question.

New York you only have to be 18 to bartend. Messed up when you can serve it but can't consume it.
