making a PAL video CD

i want to send a video cd to my friend in europe. I have access to a machine at work which has adobe premiere which i would use to edit and finalize the video file, which i can specify for PAL format. But to burn it onto VCD do I need to do anything special? can I just use nero to burn it like my regular VCDs?
