Making a digital image smaller??

I took a picture on my dad's digital camera and I am trying to send it through hotmail. It takes for ever and then comes up saying that its over 8mb big and wont let me send it through there. I know this is WAY to big. Its a bmp file if that makes any diffrence? Is there anyway I can change the file extention or resolution without retaking the picture? Because I already deleted it off the cam....?
 
use any image editing tool like photoshop, paint shop pro, GIMP, or anything else that edits pictures. Shrink it and save it as a jpeg.
 
Use paint or Imaging and convert it to a jpeg... then resize it down to something like 800x600... then it should be really small...
