I want to install a usb web cam outside it is a long run I don't want to got wireless because it involves more money and less quality . Can I make up my own usb cable and is there a maximum length before the signal is poor?
 
USB has a max length of 5 m. You can extend this range up to 100m by using signal repeaters and such. Google has your answers
 
I dont know how you would do the connectors at home. I've seen plenty of RJ-45 crimpers in the store but never a USB crimper.

Better to just buy an extension cable. If you dont like the cost then stay away from Staples and Best Buy.
Search around online, you can find cables for cheap.
