Make system image of Windows

What's the best program to make an image of windows 10? I know it can be done within Windows but if I'm on a different Windows OS and want to install the desired image and vice versa.

Free program is desirable and I don't need features like encryption

Todo Backup works for me. But people also like Acronis and Clonezilla.

Does it make a bootable image so you can boot from USB and install the image?

Acronis does. Not sure about the other two.

Macrium Reflect has a free version. It can also create rescue media so you can boot up with it and restore an image. http://www.macrium.com/reflectfree.aspx
