Companies may have protections in place, but I don't think it's realistic to have companies be solely responsible for protecting themselves from potential state-sponsored cyber-warfare.

What you are advocating for is socialism. In a capitalist society, a business that can’t protect itself from threats doesn’t deserve to be in business.
